BRIEF BACKGROUND
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The project “More Income and Employment Rural Areas – MIERA II”, implemented by GIZ in Malawi, has the following objective: “Income and Employment generated from enterprises and productive cooperatives with growth potential have increased”. The project is in Lilongwe and has three pilot districts in which the first output will be tested. The second output may concern enterprises and producing cooperatives throughout Malawi. The third output concerns Lobby organisations to support the private sector, and the fourth output is meant to support the Malawian Partner, mainly the Ministry of Industry.
In this context, GIZ is seeking a suitable candidate for the position of Monitoring and Evaluation Advisor, ready to accompany the programme from the baseline studies till the final evaluation.
A. TASKS
1) Support the development of a monitoring and evaluation system of MIERA II
  • To acquire good working knowledge of all kinds of GIZ documents related to monitoring
  • To keep regular contact with the technical programme staff
  • To contribute actively to all kinds of programme and project progress missions
  • To support the definition of indicators for existing and possible new components and new programme phases
  • Support the technical set-up of the monitoring system in cooperation with GIZ HQ
  • To adapt the monitoring system to changes in programming
  • To be always informed about major donor progress in the programme
  • To support the development of operational plans and reports of all kinds
  • To generate, prepare and transmit – in close cooperation with the superior – the general, yearly GIZ HQ data
2) Assessment and processing of Monitoring data
  • To collect data concerning the impact and outcome of the project
  • To organise and cooperate in the compiling and analysis of data
  • To be updated on achievements at all time
  • To be able to inform internally and externally on the progress of the project
3) Delivery of reports (regular and ad hoc)
  • To prepare and support reports to the management and other stakeholders
  • To cooperate in the elaboration of fact sheets and other means of communication with newest data from the monitoring
  • To support the annual reporting to BMZ (and in case of co-financing other donors) and other partners according to requests
  • To make duty trips on request to support the verification of reports
4) Preparation, coordination, supervision of data collection
  • To prepare surveys and other specific data collection, and carry them out
  • To justify specific surveys and explain at any time the necessity and methodology
  • To make sure, that the surveys deliver the needed results
  • To report on the surveys
5) Contribution to the reporting to other donors (i.e. EU)
  • To prepare reports on programme indicators for the management and in close cooperation with the management
  • To represent MIERA II on request in steering bodies of other donor’s programmes
  • To participate in technical working groups in close cooperation with the management
6) Other Duties/Additional Tasks
  • To cooperate in an open and motivated way with consultants
  • To support any other, related duties assigned by the supervisor
B. REQUIRED ENTRY QUALIFICATIONS AND COMPETENCIES
1) Qualifications
  • Bachelor and/or Masters Degree in Economics, development science, geography, or related topics from a recognized institution
  • Studies in monitoring related issues are an asset
2) Professional Experience
  • At least 3 years working experience in international cooperation
  • At least 2 years working experience in monitoring and evaluation
  • Strong skills in report writing
  • High social competence and networking capacity
  • Proficiency level English
