UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Development Assistance Framework (UNDAF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’. The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication. The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.
The Social Policy programme in Malawi aims to create an enabling environment for addressing social exclusion, poverty and inequality and ensuring protection and enjoyment of rights. As Chief Social Policy you will be at the fore front of driving social protection, child poverty and public finance for children programming, with a particular focus in the latter on improving the effectiveness and efficiency of social sector spending.

The Malawi Country Office offers an exciting and rewarding career opportunity for you to join our dynamic Social Policy team where you will be responsible for leading, managing and supervising all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; and (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, nutrition, child protection, water and sanitation, and HIV.

- Managerial leadership – supervise team members by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently.
- Strengthening social protection coverage and impact for children.
- Improving use of public financial resources for children.
- Strengthening capacity of local governments to budget for child-focused social services.
- Managing and coordinating technical support around child poverty, social protection, public finance and governance ensuring it is well planned, monitored, and implemented in a timely fashion so as to adequately support scale-up and delivery.
To qualify as an advocate for every child you will have…
- An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
- A minimum of eight years of relevant professional work experience is required in social protection, public finance management, research and evaluation, shock responsive cash transfers.
- Experience working in a developing country and/or familiarity with emergency is considered as an asset.
- Relevant experience in a UN system agency or organization is considered as an asset.
Technical knowledge and skills:
- Well developed set of soft skills, capacity to negotiate, communicate and convene partners is required
- Proven ability to effectively lead a team to deliver results is required.
- Have a good communication style that is regarded relevant, appropriate and effective in Malawi, especially in working with the Government.
- Proven experience in mobilizing financial and non-financial resources for social policy related programmes.
- Fluency in English, both strong verbal and written skills, are essential.
